Program Description

The Low Income Energy Assistance Program (LIHEAP)assists low-income individuals and families with the cost of heating their homes during the winter season. The program is funded through the US Department of Health and Human Services (DHHS) and monitored by the Commonwealth's Department of Housing and Community Development (DHCD) and implemented by GLCAC, Inc.

Program Components

Fuel Assistance

Eligible homeowners and renters can receive a payment of a portion of heating bills from November 1st  2004 to April 30, 2005.  LIHEAP will allow a  payment of 30% towards monthly rent, if heating costs are includes in  rent.

Utility Discounts

Individuals and families eligible for LIHEAP are automatically submitted to utility companies for enrollment in special discount programs.
bulletLow Income Gas Rate, sponsored by Bay State Gas, provides a discount of approximately 20% off their gas bill. 
bulletLifeline Telephone Assistance, sponsored by NYNEX, provides for a discount of $9.50 on their telephone bill.  Only one telephone line per household is eligible.
bulletLIHEAP eligible participants qualify for a R-2 rate from Mass. Electric .  This is a discounted rate of 33% off electric bills.


Eligibility Guidelines

Eligibility and Benefits are determined by gross annual household income, number of household members and vulnerability to heating costs. Households must document their total gross household revenue of all household members 18 years of age and older for a minimum of 4 (four) weeks, (30 days) prior to the date of the application. Income presented will be annualized to determine eligibility.

Note: Energy Conservation services are not available to households within the "Income Range #4," which  for Full Assistance Eligibility is limited to one and two person households.
